Benjamin A. Lilly, PE

Sr. Vice President/Director of Embassy Programs

Ben began his career at H&A in 1994 as a junior civil engineer. A series of transitional promotions led him to the position of head of the civil department. After having doubled the size of the department during his tenure, Ben was promoted to market director of embassy programs, and in 2011, he was named senior vice president.

Since 2006 Ben has championed the growth of the embassy program from $6 million to $22 million in sales. His supervision enabled H&A to attain its first LEED Gold Project at the U.S. Embassy in Brazzaville, Congo. During his tenure at H&A, Ben has traveled to over 25 different countries including Afghanistan, Iraq, Sudan, Zimbabwe, Cambodia, Indonesia, and Saudi Arabia. He has personally worked with and managed the engineering design for high profile/critically important diplomatic programs for the Department of State in each of these countries.

Ben embraces the mission of the Bureau of Overseas Building Operations within the U.S. Department of State to build safe and secure platforms of diplomacy around the globe. Ben believes that the success of the embassy program at OBO is rooted in H&A’s commitment to supporting this mission.

Ben is an Eagle Scout and earned his bachelors in civil engineering from the Virginia Military Institute (VMI) in 1993.
