Pembroke Strategic Growth Area Implementation Plan

Located in the center of Virginia Beach, the Pembroke area is one of the city’s key strategic growth areas, identified as absorbing most of the city’s future growth. This project included extensive work with community workshops and visioning, focus groups, and visual preference surveys.

The strategic plan provides for broadening this core area and extending the pattern of high quality, urban mixed-use development. The Pembroke Area strategic plan is based on the goals set forth in the city's 2003 Comprehensive Plan including efficient land use, transit-oriented development, and a range of transportation, parking, and open space opportunities.
