FDA Headquarters, New Central Utility Plant
As a part of the Engineering Systems Alliance team, H&A provided engineering services on the design-build project for the central utility plant as part of the White Oak, Maryland, facility expansion. The contractor, Honeywell, was awarded a 20-year Energy Savings Performance Contract (ESPC) by General Services Administration to construct and operate an energy-efficient plant. Upon completion, the cogeneration facility will utilize the waste heat from power generation to provide process steam and heating water. By using cogeneration (also known as combined heat and power) rather than the more traditional approach of grid power and natural gas for heating, it is estimated that this plant will reduce carbon dioxide emissions by approximately 22,000 metric tons annually.
